Norwalk area including New Canaan, Westport, Weston, Wilton and
Darien. Our mission is to reduce the conditions of poverty and to help low
income families and residents to become self sufficient through the
delivery of direct program services and advocacy at the state, federal and
community level.
The target population for NEON’s services consist primarily of the area’s
population falling under 200% of the poverty level and ages 5 to 65, as
identified by the 1990 census.
Services are provided under the oversight of a Board of Directors
composed as follows:
• One third – representing the communities that are served by NEON
• One third – representing the private sector
• One third – representing the public sector
The need for services are identified by a needs assessment of the local
communities which measure population density, unemployment, lack of
affordable housing, recreation programs and their
accessibility, crime patterns, etc.
NEON is a regional organization and we work closely with a multitude of
local, regional and state programs and agencies. A major role of Neon
as a community action agency and advocate for the poor is to provide
collaboration and coordination of resources within both the public and
private service delivery systems to attack the root causes of poverty.
The systemic change that NEON is trying to achieve is to provide residents
with the necessary tools and resources to become gainfully employed so
that they will become self sufficient. We accomplish that
by providing a wide-ranging array of programs and services and by
soliciting and obtaining the continual support of partners..
