RE:                      GW Carver and NEON Financial Relationship Change


In order to better define the financial relationship between NEON, Inc. and The George
Washington Carver Community Center (The Carver), the collaborative agreement between
NEON, Inc. and The Carver will make the following adjustments to its Community Services Block
Grant/Human Services Infrastructure allocations:

  • This memorandum will serve to advise The Carver Board that NEON will cease to provide
    payroll services to Carver staffing as of 6/29/2007.  The current arrangement is
    cumbersome and causes the lines of staff supervision to blur for both entities.  It will assist
    both NEON and The Carver to control their payroll and staff completely separately.  
    Therefore all remaining financial arrangements will be through purchase of service.

  • Since the initial discussion between NEON, Inc. and The Carver regarding Human
    Services Infrastructure (HSI) activities, we understand that HSI is not in the purview of The
    Carver’s mission and therefore it would not be carrying out HSI contract requirements.  
    Since some of the funds allocated to The Carver are budgeted through the HSI component
    of NEON’s Community Services Block Grant (CBG) contract with DSS, The Carver will no
    longer receive HSI funding as of June 29, 2007.    The Carver HSI allocation for 2007 was
    $12,346.61.  For the first half of the 2007 year, $6,173.31 (1/1/07-6/30/07).

Based on the actual budgeted amounts in NEON’s Community Services Block Grant contract
(both the CBG and HSI components, 2007), a total of $36,799.73 (personnel, fringe, and YDP
Stipend) was set aside for Carver staffing and YDP stipends.  Besides the YDP stipends
($9,659 p/yr), there were no non-personnel costs allocated to The Carver in the 2006 & 2007
(two-year) CBG contract.

Since no adjustments were made to payroll, more funds were paid out to Carver staffing than
had been actually allocated per the DSS contract.  NEON, Inc. will absorb the difference up to
the last payroll cycle in June 2007 (6/29/07).  However in order to continue to support The
Carver’s YDP program, which is a part of the current CBG contract, NEON will payout six
months of the actual budgeted CBG contract amount to The Carver.

The following will be implemented as of July 1, 2007:

  • The amount of the CBG component allocated to The Carver was $24,433.12 (without HSI
    component funds).  In order to ensure that the YDP component of the CBG contract
    continues to be fulfilled by The Carver, the 6 month allocation of $12,216.56 will be paid
    out to The Carver in two quarterly payments ($6,108.28 on July 15, 2007 and $6,108.28
    on September 15, 2007).

  • NEON, in its 2007-2008 City budget, has allocated $9,846.11 ($7,358 for YDP staff and
    $2,488.11 for Taxes/Health).  NEON will make two quarterly payments ($4,923.06 on July
    15, 2007 and $4,923.05 on September 15, 2007) to continue to support The Carver’s
    YDP program for the 2007-2008 FY.  This will complete NEON’s obligation for the FY of
    2007-2008.

  • The total for each quarterly payment is $11,031.33 (July 15, 2007) and $11,031.34 (Sept
    15, 2007), for a total of $22,062.67.

  • NEON Payments for The Carver will be released upon invoice from The Carver in the
    amounts outlined above.  The invoices must include NEON Universal Intakes for each of
    the YDP youth enrolled in the program (for the 2006-2007 year and then for the 2007-2008
    year).  Also, a report containing the student names, their GPA, weekly attendance, and
    income eligibility (to satisfy CSBG requirements for 150% of poverty or below), and the
    student’s date of entry into the program and the student’s to-date status.

The above arrangements will enable NEON to bring its own activities and responsibilities in line
with its contracts, and to help our agency get our own house in order as it relates to HSI and
CSBG.
