Criminal Justice

We are always attempting to change lives and provide an opportunity for all to move towards a positive and self sufficient future.  To that end we are proud of our efforts in addressing the needs of those who have unfortunately become involved in the criminal justice system.

NEON operates an Alternative Incarceration Center and three Halfway Houses, as follows

NEON Alternative Incarceration Center

NEON Alternative Incarceration Center (AIC) provides supervision and above in most cases and age fourteen and above in others. The three main goals and objectives of the program are:

To engage individuals, and their family members, when possible, in becoming more self-sufficient and self-reliant through education, alcohol and other drug education, life skill development, employment readiness, and guidance in obtaining gainful employment.

To assist individuals in confronting maladaptive behaviors that have lead to legal problems and decreased their ability to be productive members of society.

To reduce jail/prison overcrowding in a way that reduces the financial burden on the community and the State and still maintains a high level of public safety through intensive supervision of AIC clients. In addition, some clients are expected to give back to the community in the form of community service.

The Program encompasses four main focus areas. Depending on the referral sources’ conditions and the initial intake and assessment conducted by AIC staff, clients may participate in one or more focus areas. They are as follows:

Case Management: Clients can be assisted with legal, substance abuse, vocational, educational, mental health, psychological, social, financial, medical, family, and housing needs while enrolled in the program. It is the job of our case managers to address these needs directly or indirectly while working with clients. If clients have needs outside the realm of our program, they will be provided referrals to other area service providers for assistance.

Educational/Vocational Training:  We have a Job Developer who works with all AIC clients in assessing their present level of employability, their aptitudes and interests, and assists them in finding paid employment or vocational training that will lead to paid employment.

Alcohol and Other Drug Education:  Our Licensed Substance Abuse Counselor may assist clients during their enrollment. Individual sessions, educational groups, urinalysis, referrals to inpatient or outpatient chemical dependency treatment are some of the services provided through this resource.

Community Service Program:  Under the direction of the Community Service Coordinator, clients perform tasks such as landscaping, grounds keeping, painting and general maintenance.  We want our clients to always be preparing for that next level of employment that will lead them to increased self-sufficiency and self-esteem and to come to see themselves as active, productive members of the community.

Halfway Houses

Halfway houses are utilized to provide assistance for those offenders who require greater support and supervision in the community. Offenders who are within eighteen months of their release date or have been voted to parole may participate in these structured programs. Generally, placement in a halfway house is made for those who have need for housing, education or employment assistance, or intensive residential substance abuse treatment.

Women and Children’s Halfway Houses (Norwalk & Waterbury)

Providing twelve and twenty-three bed, long term community correctional halfway houses for sentenced female offenders from Niantic Prison and for their children between the ages of zero and five.   The program emphasis is on reunification and re-bonding with their children, parenting skills, and self-sufficiency.

Mission: To serve women struggling to turn their lives around.

The program focuses on family reunification and parenting skills education as a means for mothers to develop supportive relationships with their children.

The primary goals of our  program are twofold:

1st – To insure the continuity of the care of the child by the mother given
the reality of the mother’s legal incarceration.

2nd – To help the mother become a more skilled parent, and to utilize
the growth as a motivating factor in her rehabilitation as an
incarcerated person.

Our program offers services such as:

  • Parenting classes
  • Individual and Group counseling
  • Community Self-Help Support Groups (NA, AA)
  • Educational assistance
  • Job skills training
  • Money management
  • Independent living skills
  • Employment

We rebuild lives, through education, caring, and a supportive community.  We build self-esteem; we teach our residents that the mistakes of the past do not have to dictate their future

Men’s Halfway House (Norwalk)

A community justice residential program that offers an alternative to incarceration for non-violent offenders.  Residents are given counseling, substance abuse counseling and education, assistance locating employment and general assistance getting their lives together.  Two meals per day are provided.  Residents are monitored for program compliance. Ninety six percent (96%) do not return to the criminal justice system and become positive contributing members to society.
