NEON Child Development Program
The NEON Child Development Program (NCDP) provides critical developmental, education and health services to disadvantaged developmental, education and health services to disadvantaged children from birth to five, and their families to improve their long-term school and employment prospects. NCDP includes a strong social services and parent involvement focus. Parents are trained to work and interact effectively with their children, their families and within their community.
The overall goal of NCDP is to improve the school readiness of children and to move low-income families closer to self-sufficiency. NCDP employs qualified parents and residents from the communities served.

The NEON Child Development Program provides quality early learning services to over 500 children ages 15 Months to 5 years and their families, each year in 2 NAEYC Accredited sites in Norwalk. The Program operates a variety of programs including Head Start, School Readiness, State Child Day Care and Infant/Toddler Care
This full-day/full-year program provides comprehensive early childhood/family centered services that include health, social, and educational activities. Fees are sliding-scale and Care 4 Kids is accepted. Its full time staff includes professionals in the fields of health, nutrition, mental health, social services, and education.
Enrollment applications are continuously accepted at Nathaniel Ely School, 11 Ingalls Avenue, Norwalk 203-852-9625 and at Ben Franklin Center, 165 Flax Hill Road, Norwalk 203-899-8560.
What Is Head Start?
Head Start is a federally funded program for parents and preschool children. We are a comprehensive school readiness program and welcome children with documented disabilities, providing services accordingly. Head Start’s philosophy is that the parent is the primary educator for their child and that the whole family is important. Our role is to support this philosophy.
What Is School Readiness?
A state-funded initiative (jointly funded by the Connecticut Department of Education and Department of Social Services and administered by the Department of Education) that develops a network of school readiness programs to:
- Significantly increase the number of spaces in accredited and/or approved programs for young children to provide access to high quality school readiness programs;
- Significantly increase the number of full-day, full-year spaces to meet family needs; and
- Shared cost for school readiness and child-care programs among the state and its various agencies, the communities and families.
